Scoring guide
What the five levels mean
| Level | What you would typically see |
|---|---|
| 0 · Not in place | No written rule, owner or practice. Issues are handled case by case. |
| 1 · Emerging | The issue is recognised; a draft policy or pilot exists, but it's not yet applied consistently. |
| 2 · Developing | A policy exists and is partly applied; there's some data, but it's incomplete or not public. |
| 3 · Established | Applied consistently, with a named owner, regular reporting and public information. |
| 4 · Advanced | Independently reviewed, benchmarked against peers, and improved based on evaluation. |
