What we offer
Opaque budgets, thin oversight, unmanaged losses, and unclear allocation rules weaken public water systems. This site focuses on tangible help: a governance self-check, budget questions, an oversight agenda, a decision log, a four-pillar approach with next steps, and a plain-language glossary.
Tools are free working aids labelled as advisory discussion starters, not certified audits or legal advice.
